First Simex for Human-Induced Disaster in Lucena City

The City Government of Lucena in cooperation with various national and government agencies, and the Provincial Government of Quezon have initiated the Simulation Exercise on Human-Induced Disasters, held August 11 at the Philippine Ports Authority, Lucena City.

SIMEX which simulates an emergency situation to which a described or simulated response is made, is the culminating activity in line with the observance of National Disaster Resilience Month 2023.

This joint undertaking was realized through the concerted efforts of the Lucena City Peace and Order Council, Lucena Disaster Risk Reduction and Management Council, and the Port Facility Security Advisory.

A full-scale exercise highlighting a hijacking incident was simulated by the CDRRMO, led by its head, Janet Gendrano in collaboration with the PDRRMO and various government agencies and civil society organizations.

The scenario showcased various mechanisms by different concerned agencies, including the activation of the Incident Management Team, the operationalization of the Emergency Operations Center, as well as simulations of search and rescue efforts, health emergency management, fire suppression, Water Search and Rescue (WaSaR), Explosive Ordnance Disposal (EOD) management, deployment of K9 units, and mobilization of Scene of the Crime Operatives (SOCO).

The SIMEX demonstrated how the three levels of response, such as: Policy Direction, Coordination, and Tactical Operations, are utilized to effectively and efficiently manage a disaster.

LDRRMC Chairman Mayor Mark Don Victor Alcala, along with Vice Mayor Roderick Alcala extended their full support and appreciation. They conveyed their heartfelt gratitude to everyone who played a role in the successful execution of the full-scale exercise.
