Services |
The Lucena City Library is divided into three major service functions: Readers’ Services, Administrative Services and Technical Services.

I. Reader’s Services
|
It provides assistance for an effective, efficient and easier access and retrieval of reference materials. Library hours are from 8:00 AM to 12:00 A.M. ; 1:00-6:00 PM from Monday to Friday and Saturdays from 8:00-12:00 AM except on holidays. It has different sections as follows: |
Reference Section |
This section assists users in finding information that provides quick and direct information such as Encyclopedias, Dictionaries, almanacs, atlases, and yearbooks. |
Circulation Section
|
This section aims to strengthen its collection by making the needs of the community. Activities with charging and discharging item borrowed from the library collection, generally for outside use. |
Filipiniana & Local History Collection |
This section offers Filipiniana collections including Rizaliana, Philippine Presidents, Quezoniana, and local history which includes history and facts and figures about Quezon Province and Lucena City, its barangays and people.
Law Research - offers law books and other related literatures. It houses the official gazettes, Supreme Court Reports Annotated, etc., including compilation of local and national Administrative Orders, Executive Orders, Republic Acts, Resolutions. |
Reserve Section |
This section serves to limit access to the library’s collection in the sense that materials placed on reserve often do not circulate for outside use the library. |
| Periodical Section |
This section provides current awareness through daily newspapers, newspaper clippings on various topics pertaining current issues. It also maintains compilation of back issues of magazines which are bound for future reference. |
Children’s Corner |
This is where you can find books of interests for children of all ages. |
| Cybrary Section |
It supports the speedy exchange of information and the instructional/research needs of the community through WWW, etc. This service is available to readers free of charge via 1 server and 14 terminals in the library. |

| II. Administrative Services |
This section takes charge of the administrative matters of the library like personnel matters, keeps and maintains proper records management, takes charge of the printing of official forms to be used, processes and follows up pertinent papers and documents of the office and its personnel. |
|
III. Technical Services |
This service area is concerned with the acquisitions, organizations (cataloging, classification), preparation and preservation of library materials; maintenance and updating the INFOLIB System; and processing of borrower’s card. |
|
V. Other Services |
| Online Public Access Catalog (OPAC) |
Materials needed such as books, periodicals, indexes, theses/feasibility studies, electronic/AV materials for research can be accessed easily through user-friendly online catalogs. |
Photocopying & Printing Services are available in the Lucena City Library for patron use during all regular library hours. |

Rules and Regulations |
Who May Use the Library?
|
The Library is open to the general public – students, professionals, out-of-school youth, children, senior citizens, city officials and employees and others who may wish to come to conduct research or spend a wholesome use of leisure time thru reading.
|

I. Requirements for entering/using the library.
|
Readers are required to present his/her valid Identification Card (ID) when using library materials. |
| Library users must fill-up an application form for borrower’s card before borrowing a book or free internet access. A library card is issued to all library users of the library and subject to renewal. LCL Borrower’s Card is non-transferable. |

II. Borrowing Regulations (Reference, Reserve, Filipiniana & Children Sections) |
All books and other reading materials like newspapers, magazines, etc. are for LIBRARY USE ONLY, except for Circulation books which can be borrowed for 7 days. |
The borrower must sign the book card and leave the book card to the librarian or library-in-charge together with their ID’s. |
Readers are responsible for materials borrowed until these are returned to the library-in-charge in the section. |
Borrowing privileges are non-transferable and must exercised personally. |
City Officials and Employees may borrow books on a case to case basis and must fill-up the application form for records purposes only. |

III. Circulation Section: Procedures in Borrowing and Returning Books |
A library card issued by the library must be presented in order to borrow a book. |
A reader is allowed to borrow three (3) Circulation books for 7 days and renewable when necessary. |
| Books to be borrowed/ returned must be brought to the charging desk for checking in/out. |
Circulation books check-out are subject to recall whenever needed. |
| Borrowed materials must be returned on or before the due date. |
Fines for overdue books: a fine of P 1.00 per day per book will be collected for all overdue books. |
Overdue Notification will be sent to the borrower after the due date. |
User who does not pay his/her fines will have his privileges suspended. |

| IV. Charges for Lost and Damaged Library Materials. |
Borrowers may replace lost or damaged library materials which are acceptable to the library plus payment of corresponding fine. |
Borrowers who find major damages in the library material they intend to borrow must report it at once to the librarian, otherwise, they will be held responsible for the damage. |
Writing on books, library tables and chairs, theft of any library material, tearing of pages and all other mutilation of books and other materials shall lose his/her library privileges. |

V. Library User Responsibilities |
Proper conduct is expected of everyone at all times. Anyone causing disturbances will be asked to leave the library. |
Eating, drinking, smoking and littering are strictly prohibited. |
Silence shall be observed in the library premises. Cellular phones should be switched off or in silent mode before entering the library. |
.Orderliness and cleanliness should be observed at all times. |
Seat reservations are not allowed. Any thing left of the reading tables for this purpose shall be removed by the library staff to make room for other readers. |
All library materials should be handled with care. |
Library users may ask for any information or assistance to any library staff on duty. |
Library materials should be returned to the librarian or library-in-charge after use. |

History |
On July 1, 1952 Lucena Municipal Library was established and named Filemon Perez Memorial Library. That was during the term of the late Mayor Honorio Abadilla.
|
On August 20, 1961 when Lucena was inaugurated as a City, by Virtue of Republic Act No. 3271, the library was automatically became what is now known as Lucena City Library.
|
Unfortunately, however, the Library had gone thru a sad experience when it was one of the offices which gutted down by a conflagration in which partially destroyed the main building of the City Hall on August 30, 1983. The 13,000 volumes of books and the spacious quarter were all reduced to ashes.
|
One of the biggest success of a library relays on its conscientious leadership and the City Library is no exemption. Through its past librarians, the library was able to give exemplary services as it reaches its aim of giving good services to the community. |

Upon the retirement of Mrs. Leticia B. San Pedro, Mrs. Clarissa I. Vergara replaced her as the City Librarian. She is an aggressive and hardworking leader. During her term, the library started services such as Reference & Reserve, Circulation, Filipiniana & Rare materials, Periodicals and e-library services (now Cybrary Services). |
Through the generosity of Mrs. Lourdes David, Director of the Rizal Library and Mr. Gerry O. Laroza, Head of the Computer and Audio Visual Services of Ateneo de Manila University, who created INFOLIB, and thru the Librarians Association of Quezon Province-Lucena Inc. the dreams of the Lucena City Library to become an automated library is achieved.

During the administration of the Hon. Mayor Ramon Y Talaga, Jr., the Lucena City Library has undergone remarkable changes. It is during this period that the vision of Lucena City Library was formally realized, providing library users with the latest technologies using Internet for easy access and retrieval of relevant information. The e-library (now Cybrary Services) was opened to the public on August 4, 2008 with 3 units of computers. On July 13, 2009 through the help of the Rotary International – Rotary Foundation Humanitarian Grant – MGA No. 69019, RY 2008-2009: Rotary Clubs of Hawaii, USA RI District 5000 thru the Rotary Club of Cosmopolitan Lucena, Philippines District – 3820, donated 15 units of computers and 1 copier machine to the benefits of underprivileged library users and the community of Lucena City. |

The Lucena City Library as repository of the printed and recorded cultural heritage of the city and other intellectual, literary and information sources shall provide access to these resources for our people’s intellectual growth, citizenship building, life-long learning and enlightenment. To fulfill this mission, the library provides facilities and resources throughout the city and nearby towns.
