| PROGRAMS AND PROJECTS |
1. “Unlad Lucena Movement!”
A community organization initiated by the local government composed of volunteers from the community who are willing to participate in various city activities that concern delivery of basic services and resolution of social concerns such as, but not limited to, environmental concerns, traffic management, peace and order situation and poverty alleviation. |
2. Lucena City : Bio-fuels City
The City’s concrete initiative to help in the efforts against global warming is to make Lucena a prime-mover in the implementation of R.A 9367 more commonly known as the Bio-fuels Act as well as be in the forefront of local efforts to preserve the environment and advocate for clean air. |
3. City College sa Barangay
Extension of the City College to the barangays to make college education affordable and accessible to the constituencies. Anchored on the ladderized program of TESDA, Information Management will be initially offered. Classrooms will be constructed where City High School Extension are already located so they may also share the facilities already existing. |
4. Kabuhayan : Manpower Pool On-call
A complimentary program to the Lucena Manpower Skills Training Center under the supervision of the City Planning and Development Office, the project aims to provide a venue where both employers and potential employees can have easy access to each other. It shall be facilitated by the Office of the City Mayor in coordination with the City PESO. |
5. City Hall sa Barangay
A caravan-like assembly, headed by the Office of the City Mayor together with all pertinent agencies, shall go to an assigned Barangay where previous coordination shall ensure attendance by the barangay officials and their constituents. Each office shall set-up a booth where clients may walk-in to consult and/or avail of their services. |
6. Local Government Re-organization
Through an Action Team under the Office of the Mayor, the project will attempt to consolidate all issues pertaining to the city government personnel and organizational set-up. Through a series of consultation with all concerned departments and in coordination with pertinent national agencies, said issues will be resolved as embodied by an organizational chart never before seen by employees since it was established as a City. |
7. Lucena Blue Card Program
Through the City Social Welfare and Development Office (CSWDO), members of the community belonging to the so called “poorest among the poor” are identified and targeted as beneficiaries of basic services from the local government aimed as an effort to improve the quality of life of said identified group. The CSWDO prepares a case study of each, and qualified families are issued a blue card that entitles them to certain benefits. Benefits are a package of free services including, but not limited to, health care, legal assistance, education assistance, financial assistance, assistance for civil registrations, development training/seminars, and livelihood assistance. |
8. Management Information System-IT Division
The information technology industry has been growing at a rapid pace and the City must be ready to take advantage of the advancement in technology to provide better service to its constituents. Lucena City has started such effort through the acquisition of the computerized revenue generating system which started in 2002.
On the national level, LGUs are encouraged to enhance its information and communication technologies and transform LGUs into e-enabled local government units. Thus, other local government offices, outside of the revenue generating departments, have also started their own computerized efforts.
The establishment of a central office, staffed by people trained and skilled in information technology development and management, should be in place to coordinate and integrate the City’s information technology programs and projects to face the challenges of an IT-based governance economy.
The program also aspires to create a repository of LGU information specific for Lucena City and the creation of an information management system that would address information needs and requirements both of the LGU, its constituencies and all other interested parties. |
9. Lucena City : Food Trading and e-Commerce Center South of Metro Manila
Establishment of a Food Market Terminal that will serve a a physical hub of the whole regional food trading system south of Metro Manila. With an e-commerce wide area network linking the provinces of Quezon, the Bicol Region, the outlying islands near Quezon and some far away provinces of the Visayas supplying livestock to Southern Luzon auction centers as well as the vegetable baskets of the north and south. |
10. Infrastructure Priorities
Includes the construction of three (3) Bridges namely Cotta-Dalahican Bridge, Evangelista St. – Marketview Bridge and Gulang-gulang – Ibabang Dupay Bridge as well as the continued construction of additional classrooms and completion of the remaining farm-to-market roads. A one-government center to house all agencies of the local government is also among the priorities. |
